Advanced Safe Lists

This post doesn’t relate to my HCI research work but instead details an idea I had about new standards which could be put in place to stop spam.  The crux of the idea is that all e-mail accounts become required to use safe/white lists.  Could improved functionality of safe lists make this possible?
